The 2027 FiT Quota: 120MW for Biomass and 30MW for Biogas
In September 2026, Malaysia announced a 250MW feed-in tariff (FiT) quota for 2027. It covers projects in Peninsular Malaysia and Labuan and is expected to draw about RM3 billion in investment.
The split:
- 120MW for biomass
- 30MW for biogas
- 100MW for small hydropower
Bidding opens on 3 February 2027 and closes on 24 March 2027.
Who this is for
Malaysia produces large volumes of agricultural residue that can become power. Palm oil mills generate empty fruit bunches, mesocarp fibre, palm kernel shell and palm oil mill effluent (POME), which feeds biogas digesters. Rice mills produce husk. Sawmills and furniture makers produce wood waste.
If you own one of those streams, or develop projects that use them, the 2027 quota is a window worth planning for now. Four months is not long to get a project ready.
The data question
Whatever the formal bid requirements turn out to be, every party in a biomass or biogas project asks the same questions: how much feedstock, how consistent, how wet, and what the plant will produce from it. Investors and lenders want those answers backed by records, not estimates.
Most mills can’t answer them today. Weighbridge tickets sit in a drawer, moisture is a guess and digester readings live on a clipboard.
What to put in place before February
- Feedstock records. Log every load by weight, source and date, with photos. A few months of data is far more convincing than a projection.
- Moisture and quality checks. Probes and camera grading at intake show what your feedstock is really worth as fuel.
- Process monitoring. For biogas, live pH, temperature, gas flow and methane readings from the digester. For biomass, dryer and boiler data.
- A simple digital twin. A model of flows, stock and output lets you test plant designs and show investors how the numbers hang together.
